Abstract
Les villes intelligentes, souvent habillées d’ailleurs dans la langue des GAFA, en Smart Cties, font l’objet de travaux scientifiques très nombreux, depuis plus d’une décennie maintenant. Une abondance qui témoigne sans doute du statut dont dispose aujourd’hui cette idée à l’échelle de la planète : la ville intelligente est la dernière-née des utopies urbaines qui accompagnent de longue date le développement des sociétés. Une revue de la littérature consacrée à cet objet apparaît donc d’emblée une gageure. De manière liée, c’est aussi la diversité des disciplines académiques qui se passionnent pour la Smart City qui rend l’exercice délicat. Ces disciplines sont aussi nombreuses qu’éloignées, depuis les sciences les plus fondamentales, hautement mathématisées, en lien avec les modélisations des phénomènes urbains, jusqu’aux sciences sociales les plus descriptives, nourrie par une perspective ethnographique par exemple, en passant par les sciences économiques ou celles de l’aménagement des territoires, souvent liées à l’activité des gestionnaires. C’est dans ce contexte que nous avons considéré que la perspective des études urbaines critiques, qui revendique à la fois l’interdisciplinarité et le rapport réflexif avec le champ de l’action publique, constituait la porte d’entrée efficace pour tenter d’y voir clair dans cette jungle qu’est devenue la littérature scientifique consacrée à la Smart City.
